[SciPy-Dev] build systems - removing numscons support

Hi all,

I spent some time fixing building with Bento:
https://github.com/scipy/scipy/pull/2447. Try it out if you regularly build
scipy - for me it's 5x faster than a distutils build, and the difference is
even larger when disregarding the Cythonizing step.

We still have support for Numscons, although it has been broken for several
months. Supporting three build systems is at least one too many, so I
propose to remove the numscons support. Any objections?
