[SciPy-Dev] shiny new scipy.org

Hi,

scipy.org has been updated, it's now a Sphinx-based site with a much more
modern look. It's also been reorganized so the front page and the top half
of the sidebar are about the SciPy eco-system, and the part about the scipy
library is clearly delimited as such.

Thanks a lot to all who put in effort, in particular Pauli, Thomas, Surya
and Ognen.
