just a suggestion:

Now that scipy.optimize is in active development it might be worth a
look to see if some of the changes and improvements from nlopt
http://ab-initio.mit.edu/wiki/index.php/NLopt_Python_Reference
could be adapted for scipy.optimize.

The license depends on the pieces of code, but all relevant parts seem
to be MIT licensed.
