[SciPy-Dev] Starting a scikit for NUFFT

Hello,

I would like to start a scikit on nufft.

I already gather some materials to start my work.

I'm not an expert on it. Actually, I do need to perform a nufft, but I would 
appreciate any comment on the way it should be implemented.

Please, provide me with good information on the better way to build a scikit.
