[SciPy-Dev] doc wiki not updating

The doc wiki has not been updating for a while. It does have the latest svn
source, but new objects or changes to existing docstrings are not appearing.
Maybe it's a build issue?

Examples:
new object, step2 in signal.ltisys.lti:
