The scipy trac seems to be version 0.10.2 which has a number of known 
security issues.

Asides from that trac release prior to 0.11 leak memory when using 
Apache, i.e.

which was a well known and often complained about bug, so many of your 
performance problems will likely go away once you upgrade (it as my 
impression you use trac+Apache)
