[SciPy-dev] how scipy reference guide is generated

Hi there,

I have a (maybe) irrelevant question to ask. I saw the reference guide of
scipy is pretty neat. I happen to write a Python library lately, and I need
to find a way to publish my docs.

I want to know which toolchain is used to generate a doc like scipy
reference guide.
