Not really. Cygwin is mandatory to build ATLAS, but numpy/scipy do not
need cygwin, only mingw (which is a port of gcc to windows, using the
win32 API and the MS C runtime; on the contrary, cygwin is the full GNU
runtime, with glibc and co, and is not 'windows native').
