[SciPy-dev] Moving numexpr to its own project

Hello,

I would like remove numexpr from the scipy sandbox now that it is a
stand alone project:
http://code.google.com/p/numexpr/

If there are any problems with this, please let me know in the next
couple of days.  Otherwise I am going to go ahead and clean it up.
