[SciPy-dev] latest SVN (3412) build fails on Windows

I found that having updated scipy to svn 3412 the new io.nifti module fails:

I am using Cygwin gcc 3.4.4 on Windows XP.

Should I submit a ticket or is more information required (or is there a
simple fix for something in my setup)?
