[SciPy-dev] Question regarding the configuration of MoinMoin

The Cookbook is not a separate wiki, it's part of the SciPy wiki
http://www.scipy.org/SciPy

The external appearance is due to the Sinorca4Moin theme
http://moinmoin.wikiwikiweb.de/ThemeMarket#head-7b3ef0dfc3a812f857ed59d1efd9b988792cd589

The access control is governed by acl_rights_before and
acl_rights_default settings in wikiconfig.py  See
http://master.moinmo.in/HelpOnAccessControlLists
