[SciPy-dev] system_info for MKL fft

Hello,

I have made some reasonable progress with adding Intel MKL fft support
to the SciPy fft module. However, to get it to compile I need a
SCIPY_MKL or something similar defined so that the preprocessor
selects the correct code rather than fftw etc if MKL is detected. I'm
having trouble understanding how to do this in system_info.py.  Any
help would be much apreciated.
