The decision to switch from buildbot to CruiseControl predates my time @ 
Enthought, so I'm not sure about all of the reasons. A couple of weeks 
ago I was disgruntled with CruiseControl's stability & I threatened to 
go back to buildbot, but since then CruiseControl has been behaving.
