[SciPy-dev] How to specify compile args?

Can is specify extra compile flags in site.cfg?  I tried to put
extra_compile_args = ... in the DEFAULT section, but it did not work. 
More specifically, I need to specify appropriate flags to g77.  Gcc
gets correct flags form Python, but g77 does not.
