[SciPy-dev] Numerical stability of special functions (here: chebyu)

Hi,

I've attached the module I use for normal Chebychev stuff. You may find some
of the routines adaptable to your work with the Chebychev functions of the
second kind. I've done a bit of editing here and there and haven't run it
lately, so caveat emptor.
