I would immediately pay for such an app.  I've fought
with MathCAD/Mathematica/Matlab way too often already.

Development wise, I can't see how this would be too
difficult.  You would have to merge iPython with
matplotlib and a wysiwyg editor.  I think the biggest
hurdle would be choosing a gui kit, since no one kit
makes everybody happy.
