[SciPy-dev] Renaming scipy_core ???

I need Pearu to chime in on how difficult this might be, because 
distutils is part of scicore now.  So, scipy.distutils would become 
scicore.disutils and so forth.

It's the packaging stuff that has me concerned a bit.   I would be happy 
to move forward with scicore.
