[SciPy-dev] Scipy roundup anonymnous user behaves strangely

Hi,

During last weeks I have resolved several roundup issues and set them
"resolved". However, I have noticed that some anonymous user is setting
them "chatting" again and without adding any comments why it is doing so.

So, would it be possible to discard those roundup issue editing attempts
that leave "Change note" empty?
