Would it make sense to move also lib2def.py to scipy_distutils?

Namely, Windows users of f2py need that, and currently I just copy
lib2def.py to scipy_distutils when making a snapshot of f2py. 
But this results in two copies of lib2def.py lying around when also scipy
is used.
