[SciPy-dev] Plot_utlity

I published my SVG module on http://www2.sfk.nl/svg
I used some of the scipy plot module to create some examples. The
examples are a SVG-scatterplot function and a SVG-histogram.
These examples are just examples, I know the code looks terrible.
Please let me know what you think of the SVGdraw module, if you like it,
see ways for improving it or if you find any bugs.
