[SciPy-dev] xplt setup.py

The xplt_setup.py script now fails to install the configuration files  [*.gp, 
*.gs, *.help, *.ps] in the proper place (I'm not sure if they are installed 
at all).

I don't understand the setup.py scripts since they've been changed, so could 
someone else look at this.   It looks like an attempt to get them installed 
was made, but for some reason it is not working.
