[scikit-image] Nonrigid image registration in Python

I am also very excited to see movement in this space. I remember talking
with Stefan about this a couple of years ago... even having a go at
implementing some things.. but then life got in the way.

Happy to relinquish pyimreg if anyone thinks that is a good banner for this
work.
