Labelled region matching

Hello,

I doubt anyone will remember, but at SciPy last year I had a little problem
with a very inefficient algorithm for finding labelled regions in
overlapping images and then relabelling them. Tony gave me a nice
suggestion that has taken me about 10 months to get around to writing.
