Well, you don't really need XCode, just the compiler it uses, which is a 
command line tool anyway.

Try typing:

which gcc

at the command line. You should get:

/usr/bin/gcc

if you get something like:

no gcc in .....[long list of paths]

Then you haven't installed XCode tools properly. You need the whole 
development tool set.

The other option is to find binaries of the stuff you need. You should 
be able to find IPython, but I don't know about PyCogent.
