[PythonCAD] RPM packages for twenty-first release are available

Hi.

D. Scott Barninger has again provided RPM packages for the latest
PythonCAD release. This release includes Python-2.3 based packages for
Fedora Core 2 and 3, and Python-2.1 packages for RedHat 9, Fedora Core
1, and EL. My thanks to him for making these packages available.
