Thanks, Art. It applied perfectly, and fixed the problem here, too.

Something else: while test-driving the patch, I had a play with the 
'dimension text position'.  I tried the various options 'splitting', 
'above' and 'below'.

In each case a horizontal dimension looks exactly the same: the same 
dimension text both above and below the dimension bar, and a couple 
of small notches in the dimension bar on near the dimension text.

Not sure if this is a bug or a feature.
