[python-win32] _GetDescInvokeType regression on dynamic.py

Hi all,
as suggested I created a pull request
<https://github.com/mhammond/pywin32/pull/1199> for this regression,
concerning this issue <https://github.com/mhammond/pywin32/issues/1198>.

All the details are in the comment, where I explain that some parts of the
puzzle are still missing, so this may require some discussion.
