[python-win32] adodbapi update - where to post?

This is great - we have our own internal version of an ADO DBAPI-2
Python library that we use internally and tried to release at some stage
(around the same time as adodbapi) but to little interest so haven't
kept up a public version. I tried to look at merging it with adodbapi at
one point but got a bit swamped...
