[python-win32] win32process.TerminateProcess error

Thanks for the info Sean.

Since my original posting, I've continued to experiment and have just isolated
the problem to the anonymous pipes in the example.  Without the pipes
TerminateProcess works as expected.

I'm continuing to experiment, but so far I do not really understand the behavior.
