Speaking from experience: It is! 
And not just for programming projects. Documents, spreadsheets, drawings... 
you name it and it's suitable for CVS (provided it's not binary -- CVS can 
handle binaries, but not in a very useful way). 

And since the repository has one root directory, making a backup becomes 
sooo easy.
