    It doesn't even have to be a official sanction.  A little nudge would
really help.  It would also have the ancillary benefit of getting packages
to use distutils since both ciphon and swallow require  packages to use
distutils.

    Distutils has been incorporated into the standard python distribution
and it holds the same position in relation to the python language as any 
CPAN-shell implemenation would.
