Probably not a good idea if you want something reliable...

There are a whole raft of options as most windows fax systems now offer
some degree of API.

If you want full bells and whistles then WinFax has a very
comprehensive COM based API.

For simple but effective FaxNOW! (try http://www.faxnow.com or
http://www.redrock.co.uk
or possible .com) used to be hard to beat (I haven't looked at this for
a while) and exposed its send function via a .DLL which made it easy to
work with (from VB in my case).

Alternatively there are at least two developers tools available for
faxing from www.componentsource.com - at least one of which was (again
IIRC) COM based.
