newbie q: /usr/bin/env why?

I haven't seen env anywhere other than /usr/bin.  (I've seen in other
places _in addition_ to /usr/bin on the same system, but I've never seen
it in, say, /bin but not also in /usr/bin (or at least a symbolic link.)
