  They are.  From the ISO-9660 image you prepared before.

  Not when it's burnt on the CD, true.  The file is, however,
recreated on the filesystem you prepare before burning it, where you
merely copy it from where it was before.  If you want to change its
attributes, you should mount your ISO-9660 image read/write (insofar
as it is possible...  No clue about that), touch(1) your files to
change their access times (possibly reusing the ones from where your
files were copied from), and *then* burn the CD.
