Problem with ZOPE under WinNT

I trying to use ZPublisher.
When I try to start using URL http://localhost/cgi-bin/pcgitest/getTime
(test that go with ZPublisher 3.0.0)
I get ""Temporarily Unavailable "".
In source code of generated HTML I see

No such file or directory
pcgi-wrapper-version 2.0a4

But all paths are correct (I guess).

When I test pcgi info file "pcgitest" with pcgifile.py 
it generate next error:

error attempting: 'from cgi_module_publisher import publish_module'

I don't know what to do.
