One additional data point of purely historical interest is that DEMOS (a
soviet unix clone derived from 3BSD but the functionality here is
apparently its unique innovation) supports "#!CMD A1 $* A2 A3" which
does more or less what it looks like it does.

It also supports "/*#!" as the magic prefix.
