I integrated a simplified version of your Glossary into the PEP. Some changes:
 * a monotonic clock has not necessary an high precision, on Windows,
the two properties are exclusive
 * I replaced "Clock Monotonic" with "Monotonic" and removed the
"Monotonic" term
 * I removed some questions
