[Python-cuba] Workgroup Monthly Reporting Policy

Thanks Ewa!

In order to keep things moving and to get to know each other better, I
propose that we try to schedule an IRC chat sometime next week to agree on
what to put on our first report, and to do some brainstorming about how
what to do as a WG in the following months.
