[PYTHON-CRYPTO] things missing from PEP 272

It was never finalized, so it's free to change; any volunteers to
update it?  (I lack the time to rewrite it, or even to read this
thread, so someone else will have to do it.)  If you lack CVS access,
I'll be happy to check in a revised version of the PEP.
