I will register my  +1 to this suggestion, and +1 to Brett's name.

a) A singular vision is highly beneficial. Personally, just as a nitpick,
I'd like to reserve the term BDFL to Guido, and choose a different term
to signify the ultimate authority of the new leader.
b) Yes, council and its resposibilities  sounds a good new idea.

I support this idea too, and the details should be well defined.
