Could you please revert the changes for the PGI and PGU builds?

I don't have a x64 CPU and I'm not able to test the 64bit builds for
AMD64 on my machines. I'm aware that tcl doesn't compile on x64. I spent
some time trying to fix it but it required too many chances and I didn't
feel like fixing a lot of 3rd party code I didn't fully understand. IIRC
Martin plans to switch to 8.5 soonish.

However libdb44 worked for me, I'm sure even the X64|Debug build compiled.
