I believe it was introduced by Barry Warsaw in January 2005:

I'm not exactly sure how to modify it, but if I look at:
    http://mail.python.org/mailman/listinfo/python-checkins
then go to the bottom, type in my email address and click "Unsubscribe
or edit options", I can see my status page.  Under "Which topic
categories would you like to subscribe to?" I see one possible
selection, "peps", which for me is checked. I can click on "details"
beside it to see the regexp that it's matching, but AFAICT, I can't
modify the topic filter.
