I kinda wondered that when I was making the change.  It seems more
consistent so I made the change.  I don't know if I got all the other
places that need to be updated.  Here's the current list of what has
changed so far.

PCbuild/pythoncore.vcproj
PCbuild/readme.txt
  Change python2x{,_d}.*

PC/pyconfig.h
  Change python2x{,_d}.lib

Doc/commontex/boilerplate.tex
  Change date to \today

Misc/NEWS
  Add template and update version

  Change PYTHON_VERSION define
