Actually, the code *is* checked in: python.org/sf/534304.

There is one issue, though: the PEP has two phases, and only phase 1
is planned for Python 2.3; that is done. Phase 2 has no actual
schedule; I guess it will depend on user feedback to phase 1 (might be
Python 2.5 or Python 2.6). I'm not sure how to present this in the PEP
status.
