We do now have 3.8 builders, but those workers that were restricted to
3.x did not automatically have 3.8 builders added.  If tests are
passing on the 3.8 branch for you, I don't see any reason not to
accept a pull request to https://github.com/python/buildmaster-config
adding a 3.8 builder to your worker :)
