[issue44628] Remove the broken link for issue #445902 in unixcompiler.py (distutils)

There is a broken link in the docstring of the runtime_library_dir_option() method of the UnixCCompiler class.

I will send a PR removing the link, leaving without it, as there is already exists the issue ID in the docstring.
