@Guido, @Mark Shannon, do you recall the other issue where folks objected to that other patch, due to local changes to source files not being reflected?

Also, one thought that comes to mind is that we could ignore the frozen modules when in a dev environment (and opt in to using the frozen modules when an environment variable).
