I have limited understanding of Windows and I don't have access to a Windows machine to check this out. I am adding Victor who implemented the PEP and might help here. There also seems to be PYTHONLEGACYWINDOWSFSENCODING for windows specific use case. Some more notes on the original issue https://bugs.python.org/issue29240#msg285278.
