[issue33719] Test failures on Python 3.7 beta 5 and Windows 10

* test_tools has been fixed: bpo-25094
* test_pkg -X utf8: I just created bpo-34200

It seems like all test failures reported in this issue have been fixed or got their own dedicated issue, so I close thie issue.
