In two places in stdlib, `raise NotImplemented` is used instead of `raise NotImplementedError`. The former is not valid and produces,
```
>>> raise NotImplemented('message')
Traceback (most recent call last):
File "<stdin>", line 1, in <module>
TypeError: 'NotImplementedType' object is not callable
```
